§ 6-6. Master tree plan and street tree plan.

  • (a)

    The town administrator, or designee assisted by the tree commission, shall endeavor to prepare and update a report, annually, to be presented to the mayor and town council for their acceptance and be known as the master tree plan consisting of:

    (1)

    An inventory of the trees worthy of preservation on public property, and on unimproved lots, by location, and sufficient additional information, such as photograph, diagram, species, and caliper to distinguish a particular tree from another on a site. The original copy of the inventory is to be provided to the town clerk for safekeeping and public reference;

    (2)

    An annual tree pruning and maintenance schedule for trees in public places;

    (3)

    A three-year street tree plan for trees on each of the streets and other public places in the town, providing for planting of trees; and

    (4)

    A city-wide, street-by-street written evaluation of all space and site factors which will aid in the determination of the tree species best suited in a particular planting in regard to growth habits, shape, form, health, disease and pest resistance, conflicts with wires, lights, pavement, traffic, pedestrians, sidewalks, environmental pollution, sewers, and space compatibility. The evaluation of the space and site factors and the species for a particular street shall be made by the town administrator or designee.

    (b)

    The tree commission shall make every effort to advise town residents and property owners of any trees worthy of preservation on their property, and of any conditions on their property, such as the presence of certain conditions (e.g., kudzu vines, gypsy moth egg sacs) which are known, or may reasonably be expected, to endanger the health of any tree.
